Progressive HR Practices Early Adopter Programme

This is an initiative for the ECCE operators by Workforce Singapore (WSG), managed by the Association of Early Childhood & Training Services (ASSETS). The Progressive Human Resources Practices Early Adopter Programme aims to improve the retention of EC professionals and attract more talent into the sector. This programme is also supported by the Early Childhood Development Agency (ECDA).

Process

Identify skills gap together with our advisors.

LEADERSHIP PROGRAMME (2 days)

Leaders will be equipped with essential skills on how to:

  • Build workplace culture – developing mission, vision and values to give employees a sense of purpose, identity and to guide behaviour;
  • Adopt human capital best practices – ensuring compliance with employment laws and preventing grievance through good practices;
  • Communicate effectively – engaging and motivating staff by respecting and recognising them through leadership conversations.

The Skills Framework for Early Childhood Care and Education (ECCE SFw) will be introduced and techniques on how it can be adopted in human resource practices for better alignment and effectiveness will be shared.

HR CAPABILITY DEVELOPMENT PROGRAMME (4 days)

Participants will be equipped with critical skills on conducting effective recruitment, how to set performance targets, how to develop learning opportunities and implementing strategies to engage employees.
This course will also guide participants on how the ECCE SFw can be adopted to align HR functions for better synergy and effectiveness.

Kris is currently certified as a Professional Singapore Certified Management Consultant by TUV SUD PSB, appointed as a SkillsFuture Mentor to SMEs by SPRING Singapore, certified as a Workplace Learning Specialist and Specialist Adult Educator (AEP) by Institute for Adult Learning (IAL). She is also an adjunct Adult Educator with IAL focusing on training workplace trainers for organisations.

In the last 3 years, she has been working with organisations on business advisory, human resource management and development. Some recent projects were related to organisation learning, workplace coaching, business process management, human resources, learning and development systems, customer service and selling, managerial and leadership skills and image presentation skills. Prior to that, she has worked closely with the retail industry in Singapore to support the people development needs by offering education and training programmes that help enhance their professional capabilities for 12 years. In her first 4 years of work, she was with the Workforce Division, SPRING Singapore to support the development of national workforce programmes.

Her strengths include project management, being analytical, client relationship management, people management, active listening and effective coaching. Being meticulous, conscientious and resourceful, Kris is versatile, self-motivated and has a positive attitude. She always seeks to find solutions to situations and makes things possible. Mr Henri Tan is currently a HR Consultant, workshop trainer, training facilitator as well as a certified WSQ (Workforce Skills Qualification) courseware developer with more than 18 years of experience in people management and people development. His two main areas of expertise are in The Employment Act and relevant employment laws, as well as the design and implementation of an effective Performance Management system.

In addition to conducting Employment Act workshops, Henri provides advisory services to companies on reviewing employment contracts and HR documents to ensure that they meet statutory specifications. He is currently appointed by a local agency as one of the Lead Auditors who are helping companies to bridge compliance gaps in HR practices with regulatory requirements.

He holds a Master of Arts from the Nanyang Technological University (NTU), a post Graduate Diploma in Human Capital Management from the Singapore Human Resource Institute (SHRI) and a Bachelor of Social Sciences from National University of Singapore (NUS). He had also obtained the Advanced Certificate in Training and Assessment (ACTA) in 2010, Diploma in Adult and Continuing Education (DACE) and Certified Workplace Learning Specialist (CWLS) in 2016, awarded by the Workforce Development Agency (WDA). In addition, Henri is also a SHRM-Senior Certified Professional (US) and trained by UK-CIPD (Chartered Institute of Personnel and Development) in the area of Human Resources.

Ms Kok Yan Siang is a Human Resource Consultant with EON Consulting & Training Pte Ltd. She has an extensive work experience of close to 20 years in the banking and education industries, as well as the public sector. For the last five years, Yan Siang has focused her career in the areas of human capital development, recruitment and selection, compensation and benefits, learning and development, and performance management. Specifically, she has managed the full spectrum of HR operations such as payroll, benefits, job sizing, recruitment, induction, learning & development and performance management; and set up HR policies for salary structure, benefits strategies and talent management. She has also implemented leadership development initiatives like coaching and leadership 360.

Yan Siang holds a Bachelor of Business in Banking and Finance (Second Class Upper Honours) from the Nanyang Technological University in Singapore and is a Certified IT Project Manager. She also holds a Graduate Diploma in Systems Analysis and a Professional Diploma in .NET and Web Services from the Institute of Systems Science, National University of Singapore.

Margaret has over 15 years of experience in the field of human resource and talent development. She is currently SPRING’s SkillsFuture SME Mentor and has headed HR Learning functions of established government-linked-companies. Her corporate experiences include strengthening talent pipelines, enhancing performance management strategies, developing learning and competency frameworks, designing training and development interventions and steering organisational development initiatives. She trains and consults in 3 main areas: Personal Leadership, Team Leadership and Organisational Development.

Often regarded by others as a source of positive energy, Margaret’s personable character has gained the trust and respect of the people she worked with, across age groups and position levels.  Margaret also brings these qualities into the training sessions she designs and facilitates. Her belief in developing competencies first through mindset and followed by skills-set, allows her to connect with learners and encourage adoption of more productive behaviours.

Mr Victor Kow has more than 38 years of experience in senior management functions, human resource management, training & development, management & leadership development, employee relations information technology management and management consultancy in both the public and private sectors in the Asia Pacific region. He has conducted numerous management training courses and carried various management consultancy work in the Asia-Pacific region in both English and Chinese.

Some of his recent clients include trainees from Ministry of Manpower, Ministry of Defence, Changi General Hospital, National Healthcare Group, National Healthcare Group Polyclinics, National University of Singapore, Lee Kwan Yew School of Public Policy, Singapore Turf Club, Civil Service College and Ong Teng Cheong Institute of Labour Leadership.

Ms Susan Lim has 20 years of teaching and training experience in Singapore, Malaysia, Thailand and Myanmar, and aspires to make a difference in the lives of both the youths and adults. Susan’s academic credential includes a Master of Education from the University of Melbourne, a Post-Graduate Diploma in Education from the National Institute of Education (NIE) and Bachelor of Science from the National University of Singapore. She is also a DISC Certified Human Behaviour Consultant in Human Behaviour Science, an ACTA Certified Trainer and Assessor, and Workplace Big Five Profile Certified Consultant.

Her extended training experience has inspired countless youth, teachers and adults. In 2012, she was awarded the Outstanding Teacher Mentor and Outstanding Contribution Award for Teaching and Learning, Professional Development in Swiss Cottage Secondary School. Mr William Thien is a consultant and trainer with EON Consulting & Training Pte Ltd (EON), a human resource consulting services and training provider providing a wide range of human resource management and development support services to companies in Singapore. He is a certified Practicing Management Consultant (PMC, Bilingual in English and Chinese), Certified Productivity Consultant (CPC), Associate Consultant with the Singapore Productivity Centre (SPC), and a member of the Singapore Business Advisors and Consultants Council (SBACC) and the Institute of Management Consultants (Singapore). Jonathan is a certified practising management consultant with EON Consulting & Training Pte Ltd, who specialises in the workforce skills development, implementation of corporate learning and development initiatives, as well as the design and development of course curriculum.

Jonathan has close to 15 years of management, learning & development and consulting experience, having worked in the governmental and non-profit sectors, as well as the continuous education and training industry. In terms of human capability development, he was responsible for working with the governmental and industrial stakeholders from the social service sector, to determine the occupational competencies for key social service professionals, as well as the course curriculum content associated with the competencies at the sectoral level. He also worked with subject matter experts from premium institutions, for example Lee Kuan Yew School of Public Policy, to ensure that quality courseware were developed for the industry. In his last employment with the Social Service Institute, he established a competency framework as well as a training roadmap for key positions in the institute. He has also provided a series of board governance consultancy services for the board of directors and management committees of the non-profit organisations in Singapore.

Through her corporate experience, Linda has managed regional, local training programs, corporate talent pool, performance management and employee engagement among other initiatives. Her accomplishments include the successful implementation of regional e-learning platform, regional leadership courses, mystery shopping and onboarding programs.

Roger is a highly experienced independent consultant, bilingual adult educator, lecturer cum curriculum designer.  He has provided consultancy and advisory services, conducted training needs analysis to diagnose competency gaps, and delivered HR projects to numerous SMEs and MNCs, particularly from the manufacturing industry under the Enterprise Training Support (ETS) Scheme.

He played a key role in transforming organisational performance of these ETS participating companies by developing and improving their human resources practices (HR, people development, training, planning, skills development) progressively. Regular reviews are carried out to enhance the training plan and OJT blueprints for organisational employees to ensure effective learning outcomes

Roger is a Specialist Adult Educator. Besides developing and facilitating the P-Max for SMEs and PMET programmes, he has taught and managed a mixture of academic degrees, professional and diploma programmes and a suite of WSQ courses since 2005.
