Registration and Payment

What is the registration process like?

1. Register on Skilleto:

For Individuals: Register for any EON course of your choice on Skilleto. Create an account and log in to Skilleto to proceed with course registration under Individuals.

For Company-Sponsored: Register for any EON course of your choice on Skilleto. Create an account and log in to Skilleto to proceed with course registration under Company-Sponsored.

You may also download the registration form here and email the completed form to [email protected].

2. Apply for Course Fundings:

First, please check your eligibility for course grants and fundings here.

If you wish to apply for the WSQ/SDF grant or SFC claim after submitting your registration, please inform us at [email protected]. We will assist you with the application process.

3. Make Payment:

Upon confirmation of the course, we will send you an invoice that includes any applicable subsidies you may qualify for. You can proceed with payment upon receipt of this invoice.

When do I make payment?

Once the course is confirmed to run, we will be sending you an invoice, which will include any subsidies you may be eligible for. You can proceed with payment once you have received this invoice.

Please refrain from making any payment until you’ve received the invoice, as you may be eligible for subsidies that will be reflected in the invoice. If you have any questions about grants or subsidies, we will be able to assist you further.

Organisation-sponsored participants

Enhanced Training Subsidy for Small Medium Enterprises (ETSS)

💲Receive up to 70% subsidy for SME-sponsored participants who are Singapore citizens or PR. Check your eligibility for ETSS here.

SkillsFuture Enterprise Credit (SFEC)
💲A once-off $10,000 credit to cover up to 90% out-of-pocket expenses on qualifying costs.
The expiry date for SFEC has been extended by one year to 30 June 2025, as announced at Budget 2024.

All employers who are eligible have been notified. No application is necessary. Enterprise Singapore notifies all newly eligible employers via email sent to their registered CorpPass Administrators. Employers who qualify will be able to see the S$10,000 credit when they log in to the Corppass page.

Absentee Payroll (AP)

💲Sponsoring employers of Singapore Citizens or PR are eligible for funding rate of $4.50 per hour, capped at $100,000 per enterprise per calendar year. Click here for more information on AP.

Workfare Skills Support (WSS) Scheme Absentee Payroll (AP)

💲Sponsoring employers of Singapore Citizens aged 30 and above, earning $2,500 a month or less, are eligible for AP at up to 95% of trainee’s basic hourly salary, capped at $13 per hour.

SkillsFuture Credit (SFC)

💲All Singaporeans aged 25 and above have an opening amount of $500 that has no expiry.

An additional top-up of $500 was then introduced in 2020 for the reskilling of Singaporean employees aged 25 and above to future-proof themselves for the ever-volatile economy. This additional top-up has an expiry date up to 31 Dec 2025.

SFC Mid-Career Enhanced Subsidy (MCES)

💲The SkillsFuture Mid-Career Enhanced Subsidy (MCES) for all Singapore Citizens aged 40 and above recognises that mid-career Singaporeans may face greater challenges in undertaking training, and provides additional subsidies to encourage you to upskill and reskill to adapt to changing job requirements.

You must qualify for the MOE/SSG base course fee subsidy in order to be eligible for the SkillsFuture Mid-Career Enhanced Subsidy. Those eligible will be charged the nett fee. If you are eligible, you will receive up to 70% subsidy of course fees for certifiable-skills training courses.

Eg. Course Fee: $1,000 + GST
You pay: $300 + GST

Post-Secondary Education Account (PSEA)

💲The Post-Secondary Education Account (PSEA) is administered by MOE and is automatically available for all eligible Singaporeans to be used by all individuals below 31 years old. Please click here for how to claim your PSEA funds.

Workfare Skills Support Scheme (WSS)

💲WSS encourages lower-wage workers to undertake training that leads to more impactful employment outcomes.

Under the Training Commitment Award (TCA), eligible trainees will receive

1. $800 per WSQ or Academic CET Full Qualification attained;
2. $100 for any 2 of the following courses, capped at $200:

  • WSQ Statement of Attainment (SOA)
  • Academic CET Modular Certificate or Post-Diploma Certificate
  • Certifiable Courses supported by SSG

💲UTAP is a training benefit for NTUC members/ NTUC Starter members to defray their cost of training. This benefit is to encourage more members to go for skills upgrading and re-skilling. The NTUC Starter Membership gives youth aged 18 to 25 a head start in the workforce and supports their needs as they transition from school to work.

NTUC members enjoy 50% unfunded* course fee support for up to $250 per year when you sign up for courses supported under UTAP. NTUC Members aged 40 and above can enjoy higher funding support at up to $500 per year for courses attended between 1 July 2020 to 31 December 2025. NTUC Starter members can enjoy funding support at up to $200 per year.

What is Post-Secondary Education Account (PSEA), and how to apply?

What is it?

Who can apply?

All NTUC members and NTUC Starter members can apply for UTAP and UTAP-Lite respectively. However, the following criteria must be met to be eligible for UTAP/ UTAP-Lite:

  1. NTUC member/ NTUC Starter member must commence the course or complete the assessment within UTAP approved period.
  2. NTUC member/ NTUC Starter member must submit either certificate of completion of training and assessment or training attendance sheets showing at least 75% attendance for the course(s) and sit for all prescribed examination(s) if any.
  3. NTUC member/ NTUC Starter member must submit claims via UTAP system within 6 months after course/ assessment completion.
  4. NTUC member/ NTUC Starter member must not claim full funding through company sponsorship or other types of funding.
  5. NTUC member/ NTUC Starter member must have paid-up NTUC membership before course/ assessment commencement, throughout the entire course/ assessment duration and at the point of claim.


How to Submit UTAP Claim?

Step 1: Check for EON Consulting & Training UTAP supported courses.

Step 2: Register for course with training provider and attend training. For course information and enrolment, please contact the training provider.

Note: To support your UTAP claim, please ensure that you keep a copy of your course certificate/tax invoice/receipt via email.

You are required to pay the FULL course fees upfront (inclusive of GST, after Early Bird, Members, or other subsidies applicable). The UTAP amount will only be reimbursed upon completion of the course after you have submitted the course details through the U Portal account.

Step 3: Log in using Singpass and submit UTAP/UTAP-Lite claim within 6 months after course completion. Late claims will be rejected.

How to Check the Status of My UTAP Claim?

Step 1: Log in to http://www.ntuc.org.sg/uportal
Step 2: Select “E-Services” and log in with Singpass or U Portal account
Step 3: Click on ‘eStatement’ – you will be directed to a page where you can view your UTAP balance and UTAP transaction.

Note: The reimbursement is credited directly to the bank account of the applicant via GIRO within four weeks after the submission of the relevant information. You will receive an email notification upon successful disbursement.

Is There a Course Limitation?

You may apply for more than one course, for reimbursements up to the maximum cap allowed. The maximum claimable is capped annually at:

  • $250 for members below 40 years old
  • $500 for members aged 40 and above, under the condition that the course start date falls between 1 July 2020 to 31 December 2025
What is Enhanced Training Support for SMEs (ETSS), and how to claim?

What is it?

The Enhanced Training Support for SMEs (ETSS) offers additional support for SMEs in the form of higher course fee subsidies. SMEs can receive SkillsFuture funding, of up to 70% of the course fees when they sponsor their employees to attend our WSQ ETSS-supported courses.

Who is Eligible?

SMEs that meet all of the following eligibility criteria:

  1. Registered or incorporated in Singapore
  2. Employment size of not more than 200 or with annual sales turnover of not more than $100 million


SME-sponsored Trainees:

  1. Must be Singapore Citizens or Singapore Permanent Residents.
  2. Courses have to be fully paid for by the employer.
  3. Trainee is not a full-time national serviceman.


Organisations seeking to defray further cost in training can take note of the following grants available:

Up to 50% baseline subsidy

How to Claim?

Please note: There is employer-employee relationship and CPF contribution for employer-sponsored trainees.

Upon course registration, all applicable course subsidies are automatically deducted from the full course fee. No application is necessary, unless there is a change to your organisation’s status.

The nett course fee, not including GST, is considered an out-of-pocket expense. If you are eligible for SkillsFuture Enterprise Credit (SFEC), you can offset up to 90% of that expense.

After completion of the course, you may claim Absentee Payroll Funding, which reimburses a fixed rate of $4.50 per hour of attended training and is capped at $100,000 per enterprise per calendar year.

What is Absentee Payroll (AP), and how to claim?

What is it?

Absentee Payroll (AP) funding is a grant to help employers defray the manpower costs incurred when they send their employees for certifiable skills training during working hours.

How to Claim?

Upon successful enrollment, enterprises will be notified via email and receive a separate email to proceed with Absentee
Payroll Declaration.

How Much is the Claim?

Organisations who register their staff for applicable courses with EON will be able to claim the following amount, based on the respective criteria:

Singapore Citizen and PR – $4.50 per hour, capped at $100,000 per enterprise per calendar year

Singapore Citizens only – Under Workfare Skills Support (WSS):
Aged 30 and above, earning $2,500 and below: 95% of hourly basic salary. Capped at $13/hour.

What is SkillsFuture Enterprise Credit (SFEC), and how to claim?

What is it?

The SFEC is a S$10,000 credit provided by the government to encourage employers to embark on business transformation and skills development

Eligible employers will benefit from an additional 90% funding support from their out-of-pocket training expenses.

Eligible companies are informed by Enterprise Singapore.

The SFEC scheme was announced in Budget 2020 and expanded to a larger group of employers in Budget 2022. In Budget 2024, the validity of the SFEC for all employers will be extended by 1 year till 30 June 2025.

How to claim?

Step 1: Visit the SFEC Microsite
– Login with CorpPass to view balance credit

Step 2: Search for courses
– Locate the course title you are registering for

Step 3: Receive your SFEC claims
– IRAS will credit approved SFEC claims to your enterprise on a quarterly basis
– Employees must have completed their training

What is Workfare Skills Support Scheme (WSS), and who is eligible?

What is it?

The Workfare Skills Support (WSS) scheme encourages lower wage workers to undertake training that leads to more impactful employment outcomes.

Eligible individuals may receive:

  • Training allowance for selected courses that individuals had paid for themselves
  • Cash reward for completing training


Who is Eligible?

To qualify, individual must meet the following criteria:

  • Singapore Citizen;
  • At least 30 years old (previously 35 years old), or at least 13 years old for Persons with Special Needs;
  • Currently employed (include Self-Employed Persons who declare his/her Net Trade Income or work done in the preceding Work Year and made MediSave contributions);
  • Earns an average gross monthly income1 of not more than $2,500 (previously $2,300) for the past 12 months;
  • Lives in a property with an annual value of less than $13,000 assessed as at 31 December of the preceding year. (From 1 January 2024, the annual value will be revised to “less than $21,000” from “less than $13,000” as at 31 Dec of the preceding year);
  • Owns fewer than two properties; and
  • If married:
  • Together with spouse, own less than two properties; and
  • Spouse’s assessable income for the preceding Year of Assessment is less than $70,000.


How Do I Check My Eligibility?

You may check your WSS eligibility by logging in to the Workfare eService with your Singpass. Please note that you do not need a WSS letter for course enrolment with Training Providers.

How to claim?

Under the Training Commitment Award (TCA), eligible trainees* will receive up to $1,000 for courses attained during their WSS eligibility period at the following support level*:

    • $800 per qualification for WSQ or Academic CET full qualifications
    • $100 for any 2 of the following courses up to $200:
      • WSQ Statement of Attainment
      • Academic CET Modular Certificate or Post-Diploma Certificate
      • Certifiable Courses supported by SSG


Please note that course completion must occur within the trainee’s eligibility period, with a maximum cap of $1,000 per WSS Eligibility year.

No application process is necessary. Individuals will be informed about their Training Commitment Allowance (TCA) payment through SMS and/or a letter from the CPF Board. It might take 1 to 3 months for you to receive the payment.

Course Requirements and Completion

What are the pre-requisite(s) for admission requirements?

Course entry requirements are listed on the individual course page on our website. By signing up for the course, it is deemed that Learners have met the requirements needed.

What are the course completion requirements?
Learners are required to meet at least 75% attendance in order for Certificate of Attendance to be issued.

For WSQ courses, elearning and course attendance must be at least 75% before before taking assessment.  Learners must be certificated as competent before Statement of Attainment (SOA) will be awarded to you.

Course and assessment attendance taking is strictly administered via Singpass eAttendance.  Please refer to this link: www.singpass.gov.sg/main/html/faq.html on steps to download SingPass App before the course commencement.
What if I did not complete the course assessment?

You will be considered as not-yet-competent and no Statement of Attainment (SOA) will be awarded to you. You are required to pay the complete course fee in full, which includes the SSG’s funding.

Refunds and Certificates

What is the refund policy and procedure?

In the event that the course is cancelled due to unforeseen circumstances or Learner refuses solution during their complaint, full refund will be given within 2 weeks from the date of written request. 

  1. Withdrawal for Course
    The learner shall be entitled to immediate withdrawal from the course by giving sufficient written notice to EON of his/her intention to do so under the following circumstances: 
    1. EON is unable, for any reason, to commence the course on the commencement date, or
    2. EON cancels the course for any reason prior to the completion of the course, or
    3. Learner, for any reason, is not able to attend the course prior to the commencement date
  2. Refunds for Withdrawal for Course
    Under Circumstances 1 & 2; 

    % of the Course Fees Refund

    When written notice of withdrawal is received:

    100% – Full refund of fees paid

    More than 7 days before course commencement.

    Under Circumstance 3; 

    % of the Course Fees Refund

    When written notice of withdrawal is received:

What is the postponement and cancellation policy?

Upon submission of the registration form to EON, it is deemed that you have understood and agreed to the terms and conditions below.              

Postponement/Cancellation Policy           

a. Upon registration, no postponement is allowed but a replacement is acceptable. Full payment will also be charged for no show. 

b. Cancellation of registration must be in writing to [email protected]

c. Cancellation charges apply as follows:               

     – More than 7 working days before course commencement: 50% of full course fees          

     – Between 1 to 7 working days before course commencement: 80% of full course fees

How can I download my e-certificates?

For non-WSQ Courses:

Learners can download your e-certificate on CertifyMe.  An email notification will be emailed to you within 3 working days after the course date.  If you do not hear from us, please check your junk mail to confirm if you receive the download link.

If Learner does not meet minimum attendance requirement (if any), he/she is required to retake the entire course.  All retake modules must be completed within 120 calendar days from the end date of the initial course.  If a trainee missed a particular segment and requested for a make-up class, the provision of any make-up class will be at EON’s sole discretion, subject to availability of resources and the trainee’s payment of an administrative fee of $54.50 (inclusive of GST).

If Learner is absent from a course or assessment, he/she is required to contact EON to arrange for another assessment within 60 calendar days from the end date of the initial course or assessment that such trainee was enrolled in.  Such trainee must pay for an administrative charge of $54.50 (inclusive of GST) for the assessment.

In the event a trainee fails to meet any of the funding requirements set out under the relevant funding scheme, thereby resulting in the funding claim application being rejected by the respective funding agency, EON shall, subject to any funding restrictions, be entitled to claim from the trainee the balance of the course fee (being such amount equivalent to the funding subsidy amount that was not granted by the respective funding agency). 

A funding claim application may, amongst other reasons, be rejected in the following scenarios:

  • Learner was previously granted funding subsidy for the same course.
  • Learner fails to achieve the minimum attendance required for the course.
  • Learner fails to sit for the required assessment.
  • Learner marks as not competent during assessment.
  • Wrong UEN number or information is given for grant application, etc.

For WSQ Courses: 

Learners can download your e-certificate from MySkillsFuture and use OpenCerts to view and download the certificate as pdf.
